PROCEDURE FOR PUBLIC RECORDS REQUESTS UNDER THE CALIFORNIA PUBLIC RECORDS ACT The City Clerk, acting as Official Custodian of Records for the City of Temecula, coordinates Public Records Act Requests through the Records Management Division of the City Clerk's Office. Records Management is responsible for maintaining all official City records in compliance with State, Federal, and Local regulations.
Many public records are accessible online by clicking Search For Records Online. If you are unable to locate a document, please click Submit A Records Request.
Statements of Economic Interest, Form 700, are public documents and may be viewed at the City Clerk's Office during regular business hours. Attached are Form 700 * filings for current Council Members.
Campaign Disclosure Statements, Form 460, filed semi-annually and during the pre-election periods, are public documents and may be viewed at the City Clerk's Office during regular business hours. Attached are Form 460 * filings for current Council Members.
* The addresses of private citizens have been redacted to insure privacy provisions when posted on the web. Statements of Economic Interest, Form 700, and Campaign Disclosure Statements, Form 460, are public record and are available, unredacted, for review during regular business hours in the City Clerk's Office. Copies are available upon request; the copying charge is .10 cents per page.

Records Request Procedure To expedite your request and to allow an orderly and efficient procedure for processing public records requests, requests must provide clear and specific description(s) of the information you are requesting. Please provide dates, addresses, subjects, titles of documents sought, etc.
Except with respect to public records exempt from disclosure by express provisions of law, any person may request to either inspect or receive a copy of a public record. Access is allowed during normal business hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
Fee Information: The fee for copies is in accordance with Temecula City Council Resolution adopted June 14, 2011 as Resolution No.11-38. Regular 8 1/2 x 11 and legal sized pages are $.14. Engineering drawings, maps or irregularly sized documents will be billed at the City’s cost. If preferred, the services of a bonded photocopy provider may be used, but this must occur on site. The California Public Records Act (Government Code Section 6250 et. seq.) requires the City to respond to a request for public records within 10 calendar days. The Records Management Division will determine whether the request, in whole or in part, seeks copies of disclosable records and will promptly notify the requestor of its determination and the reasons thereof. In unusual circumstances, it may be necessary to request a 14-day extension to provide a determination. These unusual circumstances are:
(1) The need to search for and collect the requested records from field facilities or other establishments that are separate from the office processing the request.
(2) The need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request.
(3) The need for consultation, which shall be conducted with all practicable speed, with another agency having substantial interest in the determination of the request or among two or more components of the agency having substantial subject matter interest therein.
(4) The need to compile data, to write programming language or a computer program, or to construct a computer report to extract data.
Under the California Public Records Act, the City of Temecula may decide that your request should be denied based on a determination that the record you are seeking is "exempt" from public disclosure. These exemptions include, but are not limited to: preliminary drafts, records pertaining to pending litigation to which the City is a party (until the pending litigation or claim has been settled); attorney-client work product; personnel, medical, or similar files, the disclosure of which would constitute an unwarranted invasion of personal privacy; test questions and scoring keys; initiative, referendum, and recall petitions.
