Development Impact Fees(DIF)


On May 27, 2003, the City Council approved Resolution No. 03-63 establishing new development impact fees and allowing an annual BCI factor adjustment.

Transportation Uniform Mitigation Fee (TUMF)

As a member agency of the Western Riverside Council of Governments (WRCOG), the City participates in the TUMF Program with Riverside County and sixteen other agencies to provide funds for the construction of Roadways, Bridges, and Interchanges of major regional significance in Western Riverside County. The City’s TUMF Program is codified in Chapter 15.08 of the Temecula Municipal Code and fees are reviewed and adjusted on an annual basis in accordance with any adjustments made by the WRCOG Executive Committee.
On January 12, 2010, the City Council introduced Ordinance No. 10-02 amending Chapter 15.08 of the Municipal Code and adopted Resolution No. 10-05, which established a revised and updated Fee Schedule in accordance with the “TUMF Nexus Study – 2009 Update.”

  • Industrial/Business Park $1.73

Multispecies Habitat Conservation Plan Fee (MSHCP)

On January 19, 2007, the City Council adopted Ordinance No. 07-01 amending Multispecies Habitat Conservation Mitigation Fees Ordinance 03-14 to annually revise fees, as calculated by WRCOG, based upon a CPI factor adjustment. For FY2010-11, the fees will remain the same as those in FY2009-10.

  • Less than 8.0 DU $1,938.00
  • Between 8.1 and 14.0 DU $1,241.00
  • Greater than 14.1 DU $1,008.00

COMMERCIAL MSHCP PER ACRE

  • Commercial $6,597.00
  • Industrial $6,597.00

Art in Public Places

On June 22, 2004, the City Council adopted Ordinance No. 04-06 adding Chapter 5.08 to the Temecula Municipal Code for the Public Art Program.

RESIDENTIAL PER UNIT

  • Residential – Single/Multi – Family 1/10 of 1% of project cost in excess of $100,000

COMMERCIAL PER UNIT


  • Industrial/Business Park/Retail/Service/Office 1/10 of 1% of project cost in excess of $100,000

Stephens' Kangaroo Rat Plan Fee (K-RAT)

On August 27, 1996, the City Council adopted Ordinance No. 96-17 adding Chapter 8.24 Habitat Conservation Stephens’ Kangaroo Rat Mitigation Fees, which became effective September 26, 1996.

RESIDENTIAL K-RAT PER DWELLING UNIT

  • Lot greater than ½ gross acre * $250.00

COMMERCIAL K-RAT

  • Commercial – per gross acre * $500.00
  • Agriculture – per square foot of building $1.00
(not to exceed $500 per acre) *
* Fees for Non-profit entities (501(c)(3)) shall be reduced by 75%.
