Massage Permits

There are two different types of massage permits issued by the City of Temecula:

  • Massage Establishment Permits 
  • Massage Technician Permits
 
A Massage Establishment Permit is required for any person wishing to open a massage business within the City of Temecula.

A Massage Technician Permit is required for any person who wishes to practice massage therapy at a licensed massage establishment within the City of Temecula.

Notice to applicants:

Pursuant to Temecula Municipal Code section 5.22.060(B), the City of Temecula does not accept transcripts, certificates or diplomas from schools deemed "non-approved" by the CAMTC in satisfaction of the Massage Technician education requirement set forth in Section 5.22.060(B). Please refer to the CAMTC web site

To obtain a Massage Technician Permit, an applicant who has attended a non-approved school must present alternative evidence that the applicant has satisfied the above education requirement.



Massage Ordinance:All massage technicians and all massage establishments are required to comply with the City of Temecula Massage Ordinance. All massage technician permit approvals and massage establishment permit approvals are granted subject to compliance with this ordinance.

In addition to the Massage Establishment Permit application, a separate Supplemental Questionnaire is required to be submitted for each owner, operator, and/or manager of the establishment.

Any person wishing to open a massage business within the City of Temecula will need also need to get the following approvals in addition to the approval of a Massage Establishment Permit:
 
  • Building Permit for all tenant improvements.
  • Business License (Note: The business license will be issued after the Massage Establishment Permit is approved by the Police Department).

I am a massage technician/massage practitioner and want to work in the City of Temecula. Do I need a permit?  

Yes. Anyone wishing to practice massage therapy within the City of Temecula is required to obtain a Massage Technician Permit.

Do I need to take a practical massage examination prior to submitting my Massage Technician Permit application?

New applicants who have never held a City of Temecula Massage Technician Permit (and do not currently have a valid County of Riverside Permit) are required to take and pass a practical massage examination prior to submitting their application to the Planning Department and Police Department. How many of hours of education and training to I need in order to apply for a Massage Technician Permit?

Applicants are required to have a minimum of 500 hours of education and training from an accredited state school.

I am a massage technician and I currently hold a Riverside County Massage Technician Permit. Do I need to obtain a City of Temecula Massage Technician Permit?

If you currently hold a valid County of Riverside Massage Technician Permit, you can continue to use that permit until it expires. Once it expires you will need to obtain a City of Temecula permit before you are permitted to practice massage in the City of Temecula. If you do not hold a valid County of Riverside Massage Technician Permit, you will need to obtain a new Massage Technician Permit from the City of Temecula. How long does it take to process a permit application and obtain approval?

Typically, processing time takes approximately 4-8 weeks.

Am I required to renew my Massage Technician Permit and/or Massage Establishment Permit every year?

Yes. City of Temecula Massage Technician Permits and Massage Establishment Permits are required to be renewed every year. It is recommended that you submit your applications for renewal prior to the expiration of the previously issued Massage Technician Permit or Massage Establishment Permit.
