Specific Plans

What is a Specific Plan?  
A Specific Plan is a detailed and comprehensive planning document for a defined geographic region of the City which has been approved by the Planning Commission and adopted by the City Council.  Specific plans contain concrete standards and development criteria that supplement those of the General Plan.  The City of Temecula has 12 Specific Plans which govern the development of the designated Specific Plan Areas within the City.

Specific Plans can be viewed at the City of Temecula Planning Department located at City Hall.
  • Roripaugh Estates Specific Plan:  Located on the east side of Winchester Road, north of Margarita Road and south of Nicholas Road.  Pre-Incorporation Specific Plan which includes residential and commercial/industrial development.  
     
  • Rancho Highlands Specific Plan:  Located south of Rancho California Road and west of Ynez Road.  Pre-Incorporation Specific Plan, approved in 1984 which includes residential, commercial and industrial development.  
     
  • Margarita Village Specific Plan:   Located east of Margarita Road and south of La Serena Road.  Pre-Incorporation Specific Plan, approved in 1988, which includes residential, commercial and industrial development.  
     
  • Paloma Del Sol/Paseo Del Sol Specific Plan:  Located east of Margarita Road between Highway 79 South and Pauba Road.  Pre-Incorporation Specific Plan, approved in 1988, includes residential and commercial/industrial development.  
     
  • Baily'sOld Town Specific Plan:  Located south of Rancho California Road, at the intersection of Old Town Front Street and Pujol Streets.  This Specific Plan was established to preserve the historic character of this area of the City.  More specifically it hopes to enhance economic vitality, improve public facilities and services (especially circulation, parking and drainage), and to encourage in-fill development. 
     
  • Campos Verdes Specific Plan:  Located south of Winchester Road and east of Margarita Road.  This plan provides development guidelines to establish residential uses near Ynez and Margarita Road.  It is designed to accommodate bus shelters and other appropriate transportation facilities.  Land use densities and design provide a transition buffer from adjacent Very Low and Low Medium Density residential.  
     
  • Temecula Regional Center Specific Plan:   Located between Winchester, Ynez and Margarita Roads, and Overland Drive.  This Specific Plan provides guidelines to develop the City’s regional commercial core to meet the area’s commercial and retail needs, while providing a community focal point with high quality site and building design.  
     
  • Redhawk Specific Plan:  Located south of the Vail Ranch Specific Plan.  Pre-incorporation Specific Plan approved in 1988, which encompasses residential, commercial and industrial development guidelines for the area.  
     
  • Vail Ranch Specific Plan:  South of Temecula Creek, between Margarita and Butterfield Stage Roads. Pre-Incorporation Specific Plan approved in 1988, which includes residential, commercial and industrial development.  
     
  • Roripaugh Ranch Specific Plan:  Located along Butterfield Stage Road in the northeast corner of the City of Temecula.  This document provides standards and guidelines to develop a master planned community providing a variety of housing types suited to the terrain and sensitive natural landforms existing within the area. The maximum density for this area is not to exceed an average of three dwelling units per acre.  Future development will protect the sensitive natural resources of the area.  
     
  • Wolf Creek Specific Plan:  Located in the southern portion of the City of Temecula, along Pechanga Parkway.  This Specific Plan provides an intricate balance of uses with commercial and public uses serving the surrounding area. This development is intended to be a village center in the southeast portion of the City.  
     
  • Harveston LakeHarveston Specific Plan:  Located between Margarita Road and Interstate-15, along the City limits.  This Specific Plan provides a mix of land uses with higher density residential in close proximity to commercial and employment uses, and provides open space links between residential, public and commercial uses.
