About the CDBG Program
Each year the Federal Department of Housing and Urban Development (HUD) provides funds to local jurisdictions through the Community Development Block Grant Program (CDBG) for local community development, housing activities, and public services. The grant money is used to benefit low and moderate income areas and residents of the City through the funding of non-profit service providers and capital expenditure projects. Regulations governing the CDBG program and the distribution of funds to service providers and for capital projects require that each activity undertaken with CDBG funds meet one of the following three broad national objectives:
- Benefit people with low and moderate incomes
- Aid in the prevention or elimination of slums and blight
- Meet an urgent need (such as earthquake, flood, or hurricane relief)
Overview of CDBG Plans for the City of Temecula
As a direct recipient of CDBG funds from HUD, the City is required to make strategic choices about how they administer their local programs. The City’s planning, implementation, and evaluation of its use of CDBG funds are guided by the framework established by HUD’s CDBG rules and are integrated into the following plans:
The Consolidated Plan is a five-year plan (July 1, 2012 through June 30, 2017) that identifies the City’s needs in housing, homelessness, community development and economic development. It also presents the City’s strategies to address these needs.
The Annual Action Plan is a yearly plan (July 1, 2012 through June 30, 2013) that identifies the specific activities and projects consistent to be undertaken with CDBG during that funding/program year by the City.
Notice of Availability for Public Review and Comment:The City of Temecula’s draft 2012-2016 Five-Year Consolidated Plan including the Annual Action Plan is available for public review and comment from Friday, March 2, 2012, to Monday, April 2, 2012. Comments on the draft Plan will be accepted until 12:00 a.m. on Monday, April 2, 2012. Written comments should be addressed to Dana Weaver, Associate Planner, P.O. Box 9033, Temecula, CA 92589-9033, or emailed to dana.weaver@cityoftemecula.org. The Consolidated Annual Performance and Evaluation Report (CAPER) reports the City’s completion of projects and activities as outlined within the Action and Consolidated Plans and the expenditure of Community Development Block Grant (CDBG) at the end of each program year.

11/01/2011 CDBG Applications for nonprofit organizations available. *Each year, the City of Temecula entertains applications for funding by not-for-profit organizations that provide services to benefit the low and moderate income community. The City Council finalizes the funding recommendations at a public hearing in April-June.

11/17/2011 - Technical Assistance Outreach Meeting (6:00 p.m., City Hall Conference Center). Non-Profit Organizations that provide services to benefit the low and moderate income community can receive technical assistance on their application.
12/15/2011 - Applications are due from not-for-profit organizations.
March or April 2012 - Five-year Consolidated Plan and One-Year Annual Action Plan Draft Available for 30-day Review/Comment by Public. Click here to view the draft Plan
April-June 2012 - City Council Public Hearing
May or June 2012 - Send CDBG Plans to HUD for 45-day review and approval period by HUD.
September 2012 - HUD funding is typically in September.
