Active Network’s Cash Management Application
The City’s cashiering software is out dated and lacks adequate vendor development support resulting in an increasingly tenuous situation. The IS Department was having trouble keeping the existing Cashiering system alive. Only one person was supporting the [cashiering] system, and he might move on. And the system had nothing new, nothing modern. The City went out looking for a new system to implement—one that would unite the disparate transaction systems within the city government and tie in nicely to Temecula’s existing ERP system and fee-tracking software.

Field Operations Center (FOC) Security Access and Structured Cabling System
On April 9th 2007, the City conducted a competitive bid for a vendor to design and install a Lenel On-Guard building security and surveillance system. Additionally, this effort was combined with the structured data cabling system to ensure continuity of effort between security and data systems resulting in a smart maintenance management facility. The result was a thorough analysis of key vendors, other jurisdictions implementing similar technologies, and a top down approach to determining the most appropriate solution for these requirements. The solution will consist of a Lenel Digital Video Recorder (DVR) that is seamlessly integrated with an Access Control and Alarm monitoring system. Information supplied from IP camera sources via Ethernet shall be digitally recorded and viewable with a browser based video option. The intrusion detection management system will be integrated with intrusion detection panels form Bosch, which automatically disarms panels through the use of a card reader. Additionally, this project includes implementation of the security alarm system with structured data cabling and focuses on the ADC cable standard for data drops. The data room will be configured with Chatsworth equipment racks and patch panels. This effort will also connect the FOC to the existing City Hall with Fiber Optic Cable.

Library
Temecula did not build a multimillion-dollar library to house a large book collection, but instead set out to rethink everything that happens inside a learning center.  This visionary process resulted in an environment filed with interactive screens, hundreds of computers, self check-out stations, high-speed Internet access and wireless communications that complimented the traditional model. The Temecula Library is an example of forward thinking design and development that is truly the library of the future.

Information Lifecycle Management (ILM)

The Problem:  The IS Department is waging an uphill battle to back up and protect the growing mountain of City data.  Information like other City assets has a lifecycle.  Over time information becomes less valuable.  Some information, such as legally required records, maintains high value for its entire life, but is seldom going to be accessed.  Other information, such as accounting information, declines in value slowly, although its uses change as it ages.  Most data shows a steep decline in value and accesses over the first 60 days after it is recorded.  A successful ILM storage strategy has to reflect these mixes of value and access as the data ages, and this usually means more than just archiving to tape.
