PURPOSE
Reduce congestion and improve safety by relieving the I-15/Winchester Road interchange and minimizing weaving movements on I-15 between Winchester Road and the I-15/I-215 Junction.
FEATURES
- A new arterial, French Valley Parkway, connecting Jefferson Avenue and Ynez Road.
- A new interchange connecting French Valley Parkway to I-15.
- A new collector/distributor system along I-15 between Winchester Road and the I-15/I-215 Junction.
- Modifications to the I-15/Winchester Road interchange such as ramp widening for additional lanes.
PHASING (Two Phase Implementation)
Phase I [shown in red on aerial map]: Designed to provide interim relief by widening the existing southbound off-ramp at Winchester Road, constructing the southbound off-ramp at the future French Valley Parkway, and constructing the westbound portion of French Valley Parkway between the new off-ramp and Jefferson Avenue. Phase I Status: Project is under construction (JUN2012 – DEC2013). Contractor is Flatiron West, Inc. Construction Management firm is Harris & Associates. Current work activities will impact traffic on Jefferson Avenue, Madison Avenue, and southbound Interstate 15. See below for details:
INTERSTATE 15: Reduced lane widths on southbound I-15 between Warm Springs Creek and Winchester Road. General bridge work near the southbound off-ramp at Winchester Road.
Night of May 13 between 9PM - 5AM: The two outside (right hand side) lanes on SB I-15 may be closed between the I-215 merge and the Winchester Road off-ramp. The Winchester off-ramp may also be closed. If closed, drivers may use the Rancho California Road exit. JEFFERSON AVE: Normal operation until further notice.
MADISON AVE: Closed between McCabe Court and Auto Mall Parkway.

Phase II Status: Design phase October 2011 - October 2015.
