Construction Compliance

Pollutants associated with construction (sediment, paints, concrete, stucco, trash, etc) find their way into our storm drain system.  These pollutants eventually enter our local creeks and alter the water quality, causing long-term impairments that create environmental challenges.



In attempts to control pollutants from leaving construction sites, the City of Temecula enforces its Grading, Erosion and Sediment Control Ordinance and the standard notes for Erosion and Sediment Control in accordance with the City's Municipal Separate Storm Sewer System (MS4) Permit, regardless of the size of the project.

In addition, the State Water Resources Control Board (SWRCB) requires projects that disturb one acre or more of soil to obtain coverage under the State NPDES Permit for Construction Activities.  This Permit requires a Storm Water Pollution Prevention Plan (SWPPP) that addresses routine implementation of pollution prevention measures throughout the entire site, water quality monitoring, employee training, and self-directed inspections.  This Permit also provides written guidelines that apply to all trades associated with the project.

Regardless of the site's size, the City and the Regional Water Quality Control Board conduct routine and frequent inspections to ensure that the project is in full compliance with Federal, State, and local regulations.
