Storm Water Permitting

The City Of Temecula per Order R9-2004001:

  • Develops and maintains an inventory of all commercial, industrial, and municipal facilities that could contribute pollutants to stormwater runoff;
  • Designates minimum Best Management Practices (BMPs) to specified facilities. These BMPs will focus on preventing non-stormwater discharges, and eliminating, controlling, and/or treating pollutants in stormwater runoff;
  • Conducts inspections of specified facilities to assess compliance with urban runoff ordinances and minimum BMP requirements. These inspections will be performed in addition to existing inspections conducted by the San Diego Regional Water Quality Control Board (SDRWQCB);
  • Imposes sanctions on violators to ensure compliance with urban runoff ordinances. The City will also be required to report violations of Ordinances or minimum BMP requirements to the SDRWQCB.

National Pollutant Discharge Elimination System
The National Pollutant Discharge Elimination System (NPDES) program was developed by the EPA (US Environmental Protection Agency) to minimize or eliminate the possibility of polluting water bodies by storm water runoff, illegal dumping, and illicit discharges (discharges of anything other than unpolluted storm water).

In 1972, the Federal Water Pollution Control Act (also referred to as the Clean Water Act (CWA)) was amended to provide that the discharge of pollutants to waters of the United States from any point source is unlawful unless the discharge is in compliance with an NPDES permit.
