Water Quality Management Plan

Urban runoff contains pollutants that adversely affect water quality in our local creeks.  Urbanization, in particular, introduces new pollutants, as well as  increases the concentration of existing pollutants, in everyday runoff.  In addition, increased flows caused by urban sprawl cause erosion, hydromodification, and other environmental damages downstream.

In attempts to mitigate the effects of urbanization on water quality, and in accordance with the San Diego Regional Water Quality Control Board, the City of Temecula conditions all new development projects and redevelopment projects that create, add, or replace 5,000 square feet or more of impervious surfaces to implement project-wide pollution-prevention 'trains' consisting of site design, source control, and treatment control Best Management Practices (BMPs).  By implementing a series of onsite treatment measures, pollutants can be effectively removed from the project's post-construction runoff before reaching our local creeks.




To meet this requirement, the Riverside County permittees developed a Water Quality Management Plan (WQMP).


What is a WQMP?
  • A WQMP is a special engineering study that must be prepared by a Registered Civil Engineer during the project's entitlement phase and accepted by the City
  • A WQMP identifies potential impacts to our local creeks caused by the project's post-construction runoff
  • A WQMP identifies all project-related pollutants, impacts to the site's  hydrologic condition, and the BMPs required for mitigation
  • A WQMP identifies the parties responsible for long-term operation and maintenance activities of all BMPs

The WQMP is a step-by-step guide to design effective combinations of post-construction BMPs that meet local, State, and Federal regulations.

WQMP Project-Specific Template (Microsoft Word)
This template must be completed in its entirety, including all applicable appendices and supporting documentation prior to the issuance of any grading permits.  Grading permits will not be issued until a finalized WQMP is accepted by the City.
