Facade Improvement Program

The Facade Improvement Program seeks to bring new life to existing buildings in the Old Town Tourist Retail Core and to preserve and promote the "Old West" design theme. The program is designed to enhance the visual attractiveness and design and reduce non-conforming conditions of commercial properties in the project area, and to facilitate continued growth and economic stability. 

The program is sponsored by the City’s Redevelopment Agency, and project funding is subject to availability of program funds. The Agency provides project oversight and coordination with other City departments. Eligible properties must be within the designated Old Town Tourist Retail Core.

PROGRAM OBJECTIVES 
  • To improve the viability of existing businesses in the Tourist Retail Core. 
  • To provide financial assistance for facade improvements to owners and/or tenants of properties in the Core area. 
  • To eliminate blight and non-conforming design standards by encouraging program participation.  
  • To improve the visual presentation of individual properties and Old Town by upgrading facades, signage, and other exterior features. 
  • To bring structures up to existing building and safety code standards.
PROJECT FINANCING 
  • Initial grant of up to $5,000 for eligible improvements. 
  • Additional grant of up to $15,000 for required seismic and foundation repairs, and fire sprinklers and fire walls required by the Uniform Fire Code. 
  • A 50% matching rebate of eligible costs up to $15,000 in RDA funds ($30,000 in actual costs). 
  • For all options, the removal of nonconforming signs is a totally reimbursable expense. 
  • Architectural and design costs are program eligible costs.
ELIGIBLE IMPROVEMENTS 
  • Painting/stucco or other exterior enhancement 
  • Awnings, windows/doors replacement 
  • Murals, marquees, parapet walls, arcade/canopy facade 
  • Removal of old signage and new conforming facade and/or monument signs 
  • Tile/pavement between entry and public sidewalk 
  • Exterior and/or display lighting 
  • Accessibility improvements for the disabled 
  • Other improvements subject to City approval
