Rates and Charges

Rates and Charges are assessed by the Temecula Community Services District (TCSD) only to those properties that received a direct benefit for the service provided. 

The following are descriptions of the various services that are provided by the TCSD.   
 
SERVICE LEVEL B
RESIDENTIAL STREET LIGHTS
The annual amount of this rate and charge is $25.68 and is assessed only on residential properties that have residential streetlights. The funds generated from this assessment pay for the energy costs as well as maintenance of the streetlight and pole.

If you notice a streetlight that is not working, please obtain the pole number (ends with "E"), and fill out this form.

SERVICE LEVEL C
PERIMETER/SLOPE LANDSCAPE MAINTENANCE
The annual amount of this rate and charge varies by residential development. This charge is assessed based on actual annual costs to provide the landscape maintenance for slopes and perimeter landscaping around residential developments.

SERVICE LEVEL D
REFUSE AND RECYCLING SERVICES
The annual amount for refuse and recycling services is proposed for FY 05-06 at $190.92. This amount is assessed on all developed residential parcels and funds weekly trash pickup and recycling services. Trash and recycling services costs are collected on the property taxes to insure that all residents are provided this essential service.

SERVICE LEVEL R
DIRT ROAD MAINTENANCE
There are two areas in the City of Temecula where residential homes are located on dirt roads. After inclement weather, the City provides services that make the road accessible to the residents, visitors, and more importantly, emergency vehicles. Only those parcels that receive a direct benefit from road maintenance provided by the City are assessed for this rate and charge.

Developed residential parcels are assessed at a 100% rate; vacant (undeveloped) residential parcels are assessed at a 50% rate.

  • Liefer Road Area (R-1) annual assessment is $115.26 (developed parcel); $57.64 (vacant 'undeveloped' parcel).
  • Santiago Road Area (R-2) annual assessment is $95.86 (developed parcel); $47.94 (vacant 'undeveloped' parcel).

RATES AND CHARGES APPEAL PROCESS
Any property owner subject to rates and charges who wants a review of the classification or application of the rate or charge to the owner's property, or alleges that an error has been made with respect to the application of the rate or charge to the property, must file with the District Secretary a written appeal in accordance with District regulations prior to 5:00 p.m. on December 1st of each year.

Any property owner subject to a rate and charge who believes that payment of all or a portion of the rate and charge would create a hardship may be filed with the District Secretary a written hardship appeal in accordance with District regulations prior to 5:00 p.m. on December 1, 2005, in order to be considered under the hardship appeal program.
