T.R.I.P. Report

The purpose of the T.R.I.P. Report (Traffic Restrictions in Progress) is to advise citizens of conditions affecting traffic flow within the City.

The following information consists of general major construction zones that are known at this time, but may not be all inclusive. This update is in effect for the week of October 6, 2008.


SPECIAL EVENT STREET CLOSURE
The following streets will be closed Friday, October 10th and Saturday, October 11th for the Rod Run:

1)    Old Town Front Street between Moreno Road and 1st Street
2)    Mercedes Street between Moreno Road and 2nd Street
3)    Main Street between Pujol Street and Mercedes Street

                                 Hours of closure:
    Friday, October 10th          -    1:00 PM to 8:30 PM
    Saturday, October 11th     -    5:00 AM to 4:30 PM

 


Low Flow Channel
The Low Flow Channel on Via Montezuma between Diaz Road and Del Rio is currently open.


Old Town Infrastructure Project Traffic Impacts:
This project involves infrastructure improvements on the following streets/alleys:

    Mercedes Street:    2nd Street to 6th Street
    Main Street:            Mercedes to just south of Old Town Front Street
    Fifth Street              Mercedes Street to Old Town Front Street
    Fourth Street:         At Mercedes Street
    Third Street:            At Mercedes Street
    Second Street:        At Mercedes Street
    Alleys:                     Between 2nd and 6th at Mercedes

The improvements involve sewer, water, street, parkway and utility undergrounding.  At various times during the project (May 2008 to December 2008) traffic delays and parking restrictions will occur on the streets listed above as motorists will be flagged around specific work areas.  Also, a portion of Main Street, discussed below, will be closed the entire duration of the project as well as the southerly portion of Mercedes will be closed (except to local traffic) later in the year.  Motorists are encouraged to utilize Old Town Front Street as the most direct route through Old Town as the majority of work will be occurring on Mercedes Street.  More specific impacts and areas being worked on are discussed below.


Main Street Closure - Mid Block between Old Town Front Street and Mercedes Street (Eastern Half):  Main Street will be closed beginning in May 2008 to reconfigure Main Street and construct a Town Square associated with the future Civic Center.  This closure will be in effect until completion of the project anticipated at December 2008.  Motorists will be detoured to Fourth Street (north) and Third Street (south) for access around this closure.


Mercedes Street Closure - 24 Hours a Day (150 feet south of 4th Street to 2nd Street) - Three Months.  Starting Monday morning August 11th, 2008 and continuing for a three month period until November 10, 2008, Mercedes Street from 150 feet south of 4th Street to 2nd Street will be closed to all but emergency traffic.  This is for complete removal and replacement of the roadway.  When completed this segment of road will be lowered, existing utilities will be realigned, lowered and/or placed underground and the roadway will be widened slightly.  Closer to Main Street along Mercedes a number of decorative elements will be installed as work begins on the Town Square.



RESTRICTED LANES

Avenida De Missiones between Temecula Parkway and Via Rio Temecula Road
will have the northbound and southbound center lanes closed during the daytime to install a sewer main.  Work is expected to be completed by October 17th.

Butterfield Stage Road between Jerez Lane and Crowne Hill Drive will have intermittent southbound curbside lane closures during the daytime for T Mobile to install antennas atop light poles and install an equipment cabinet.  Work is expected to be completed by October 3rd.

The intersection of Butterfield Stage Road at Pauba Road will have intermittent daytime lane closures for Rancho California Water District to make waterline repairs.  Work is expected to be completed by October 10th.

Jefferson Avenue north of Rancho California Road will have intermittent night time center lane closures in both directions to install a landscape median, including water and gas service approximately 400 feet north of Rancho California Road.  Completion is expected October 31st.

Margarita Road between Solana Way and Moraga Road will have the northbound curbside lane closed at night for Sunesys Corporation to install underground fiber optic conduit.  Work is expected to be complete by October 10th.

Margarita Road southerly of Southern Cross Road will have the southbound curbside lane closed during the daytime for Sunesys Corporation to install underground fiber optic conduit.  Work is expected to be complete by October 17th.

Murrieta Creek Multi Purpose Trail - Construction on the Murrieta Creek Multi Purpose Trail began on Monday, March 17, 2008.  This project will install landscaping and irrigation and build equestrian and bike trails along Murrieta Creek between Rancho California Road and Winchester Road, along Murrieta Creek, adjacent to Diaz Road.  Since most of the work is going to be outside Diaz Road, the impact to traffic should be minor.  Motorists traveling on Diaz Road between Rancho California Road and Winchester Road should exercise caution and should watch for construction vehicles entering and exiting Diaz Road from the construction zone.  Construction is to last about six months.

Nicolas Road 400 feet east of Winchester Road will have intermittent eastbound curbside lane closures at night for a waterline connection to the Chaparral Village Shopping Center.  Work is expected to start September 29th and be completed by November 7th.

Pechanga Parkway between Clubhouse Drive and Loma Linda Road will have a detour to shift northbound traffic lanes to the east to allow construction of the existing center lanes.  Motorists should exercise caution as traffic speeds will be reduced and should watch for construction vehicles entering and exiting Pechanga Parkway from the construction zone.  Construction will last about nine months.

 Pechanga Parkway Phase II Street Improvements:  Current construction activities include pavement, curb and gutter, retaining wall, grading, demolition, surveying, drainage, and traffic control measures.  The first stage of construction will last until the end of October 2008 and occur outside of the existing traffic lanes (on the northeast side of Pechanga Parkway).  The impact to traffic should be minor.  The contractor is working on the Wolf Valley Road connection to Pechanga Parkway and it will be complete by October 10th. Motorists traveling on Pechanga Parkway between Temecula Parkway and Pechanga Road should exercise extreme caution and watch for construction vehicles entering and exiting Pechanga Parkway from the construction zone, and to use alternate routes when possible.

Promenade Mall Ring Road at North General Kearny Road, Promenade Mall North and Promenade Mall South will have intermittent lane closures during the daytime to remove and replace curb & gutter.  Work is expected to be completed by October 31st.

Promenade Mall South entry road (Costco gas station) both directions will be closed to remove and replace entry road.  Work is expected to start October 6th and be completed by October 10th.

Via Cordoba at Via Saltio will have sidewalk repairs for Verizon until October 31st.

Via Rama between Pauba Road and Amarita Way will have the northbound curbside lane closed during the daytime for Sunesys Corporation to install underground fiber optic conduit.  Work is expected to be complete by October 3rd.
